Bags under eyes — mild swelling or puffiness under the eyes can be due to several reasons.
Fluid edema) may accumulate in the space below your eyes, due to allergies.genetically predisposed and susceptible skin, or merely laying prone on your stomach flat with your face down can contribute to the swelling at any age.
Too much salt consumption will hold water in the water in the tissues under the eyes.
With aging, the tissues around your eyes, including some of the muscles supporting your eyelids, weaken. The skin may start to sag, and fat that is normally confined to the area around the eye (orbit) can move into the area below your eyes causing the area below the lids to appear puffy.

Dark circles can sometimes be due to simply bluish discoloration just due to thin skin causing the color of the underlying blood vessels to show through the skin.
Some people have a low set orbital rim under the eye giving a deeper hollow and just the shadow from the over lying lower lid can give a visual perception of dark circle.
